As long as there has been music, in every different culture in the world, there have been people trying to explain it. The earliest written treatise on music theory is from Pythagoras (500 BC), the Greek who also established geometry. Since then, everybody has been involved. Your question is like asking "Who is in charge of biology" or "who are the historians?" Music theory was written about throughout history, throughout all cultures. It is the way it is today because it has evolved from everything everybody has written on the subject since Pythagoras.

If the music involves a lot of rapid melodic playing, you'll want to use the pedal less. If the music involves long slow passages where the chords don't change as often, use the pedal more.

Pedal along with the rhythm and the chord progression of the music you are playing. Depress the pedal when you play a chord. Let go of the pedal when the chord changes to a new chord, and/or when the sustained notes and overtones pile up into a dissonant sound.

I have a friend who collects vintage guitars. He wanted an early 1970s Fender Telecaster with a Parsons "B-Bender" bridge installed. He found someone selling a 1973 Tele at a high vintage price, but had it examined by a guitar tech who discovered that it was a model from the 2000's made by Fender as a "1973 re-issue". He could tell because it had a polyurethane finish, not the vintage-spec nitrocellulose. My friend confronted the seller, offered a much lower, fair price, and bought the guitar anyway. He is happy and glad he did not pay what the seller was first asking.

Then they were in concert D as of Bach's tuning, which is A=415. It makes a difference, particularly if it is a Baroque cello with sheep-gut strings rather than a modern cello with steel strings.

Are you referring to a specific recording? Many recordings these days would be made on a Baroque cello tuned to A=415, which is one half-step lower than the "modern" tuning of A=440. This is more or less the tuning that Bach himself would have used. It is not a question of "well-tempered" or not; that refers to temperament, which is not much of an issue on solo cello. Rather, it is a question of the base pitch (diapason, or kammerton) used for "A" in Hz (cycles per second).
