The over-arching rule for fret size is the Rule of 18, which states that a fret is placed 1/18th of the distance from the nut/previous fret to the bridge. Actually, 1/17.817. And that's not quite right in every case, as the G on the low E will tend to be sharp because of the string bending implicit in fretting and the width of the string. You can't really tune a guitar, but you can get closer...

Addendum: I've taken Billy Gibbons' position and gone down to .008s on my #1 guitar. I tend to play light, so I haven't had breakage issues.
