I'm in the middle of learning sightreading on the piano and I'd say that both absolute and relative thinkings are possible (at least that's how it goes for me). Sometimes I read relatively: "the next note will be 2 tones lower", and sometimes absolutely: "the next note is an A, and I remember where my hand is right now, and I can say that A will be right there". It's helpful to develop muscle memory for the intervals, so that you can play a tone for example one octave higher with no brain effort.
