If the signal is periodic with a given frequency then there is energy at that frequency; this is a statement of physics. It is true that there doesn't need to be anything oscillating at, say, 27Hz in order for us to perceive that low pitch; this is a statement of psychoacoustics. The way you've written the first paragraph, to me at least, describes this in a way that confuses things.

IMHO There's good reasons to think that aspects of the "linear" theory for consonance is physiologically based, see e.g. music.stackexchange.com/questions/26834/… or neuroscience-of-music.se/Octave-History.htm Note that the cochlea, though wound into a spiral, is effectively 1-dimensional.
