In a historical source, if this were a sort of "score" (like you see here) with a melody in another staff, the figures could be lined up roughly with where they might occur in the bar, so the natural would occur under the B-natural, and the 7 would come somewhere after it. But many figured bass parts were just basslines, in which case figures might somewhat haphazardly be placed with a bass note, and it's up to the performer to listen and recognize what made the most sense to line up with other parts.

Aaron rightly pointed out that the natural was already in the score, but there is another instance later in the score where the natural is given next to the figure, this time next to a 6, even though it is also given in the score. So, it seems as though this might be best practice for '5' in particular- slightly annoying as we are taught to always modify based on key signature! phyrgian half cadence makes total sense- thank you. Can definitely see where Aaron's neapolitan idea came from though.
