This! Even the baroque musicians would harmonize a 2 - 5 - 1 bass progression commonly as ii7 - V - I . And then a 6 - 5 - 1 progression would be either ii7/vi - V - I or even II7/VI - V - I , showing how fundamental this is. The thing with jazz is that it's just in a sense the latest stage of classical music that's been twisting around ii - V - I for centuries.
