I've found plenty of articles, posts and even textbooks that talk about modulating to the parallel minor | |

At the end of the day I suppose we're debating semantics not substance, so I suppose it doesn't really matter too much, but I've definitely heard people refer to a strong major/minor change as a "modulation" before. | |
