I listened to "And the Waltz Goes On" played by Andre Rieu's orchestra a while ago, in the video Andre say it was composed by Anthony Hopkins and never have been played until he did so in Vienna, but today I find this on youtube which seems to be the same waltz titled Dmitri Shostakovich Waltz N° 2. I'm little bit confused. Who composed this waltz ?

Very little similarity really, apart from the tune being first stated by a saxophone. The melody's quite different.

Shostakovich was much taken with Western 'light music'.

This is maybe as jazzy as he got :-)
