What instrument or effect is the helicopter like sound? it is playing during the whole song, but is the only thing playing after everything else stops (9 seconds).

I've heard similar sounds in other songs. for example, Lorde - "Green Light" at about 34 seconds in the video.

also, if you happen to know a free VST plugin that could produce this sound it would be helpful.

The sound can be achieved in a number of ways. You can use a drum machine, one of the presets should possibly be named something like dance/club. There you will have to find the closest by ear. The helicopter like sound can be achieved through a saw wave phaser perfectly aligned with the kick, or a step sequencer, or can also be done through a piano roll.

For the first video, you can generate short pulses or record some real clap sound. Then apply a comb filter to create resonance.
