Let's consider the piano version of Moldau/Vltava from Smetana for, the first two measures for example.:

"Moldau" mm. 1–2 with staccato, accented eighth-note chords circled

What should be the duration of the blue circled notenotes, as expressed in units of an eighth note  : 
shouldShould it be less than aan eighth note, or equal to onean eighth note  ?

Is it staccato or something else  ? 
If this is less than aan eighth note, then, would it mean that mean the right circle note-hand circled notes do not "fill" the rest of the measure  ? (ifand if so, why isn't there is not asome sort of silence added onto the score  ?)
