Improvisation Technique and Theory of youtube Song

In this Video of a Live Performance of Steve lukather beginns at 3"00 a Solo Part over Following Chord Progression: D/E Eb/F C/D C/D Can you help me out and explain me what scales or theory is behind the Improvisation?

I am now on hold and can't understand why... It is a specific question about a unusual chord Progression and i would like to understand how to think this chordprogression... There is a Esus chord moving up a half step then moving down a Little third. Shall i improvise myxolydian on each chord or is there a relation between the changes? For example is Esus vim dsus v and fsus iii7 tritonus replacement. I can't figure out how the musicians in the video are playing this out...
